Unfortunately, this happens to a lot of us. I think the only thing you can do is send encouraging team mails to them, either to those people personally, or along with your other team members.
As long as the inactive PSAs don't opt out of SFI completely or change their registered email, they'll still receive your team mails via SFI's mail system.
In your emails, you can highlight special winnings, like winning bonus VPs by answering some Ask SC questions, winning one of the Eager Zebra games or winning an auction.
You can revisit the LaunchPad lessons and share that with some personal examples either you've experienced or someone else on the team experienced.
Once in a while you can send them a personal email and ask if everything is okay and ask if they can share with you why they're not active anymore. Remind them that if they're going on an extended vacation or they're too busy with something in their lives to log in, they can put their account on Vacation status so they'll still be "active."

About the only other thing you can do is just stay in touch with them in a subtle way. They may eventually come back and be active again.
