You should be proactive in the beginning, initiate conversation, and ready to help from the start and later. I don't think that it is wise to make dependent PSAs or CSAs, it's best to teach them to work independently but help them whenever they need. But this applies to all PSAs/CSAs...
When they are from another country, you can help them by referring them to Forum section in their own language, YouTube SFI tutorials in their own language or suggest to find Facebook SFI support groups which usually contain translated Files, and where they can communicate better with SFI colleagues.
If there is no way to communicate because of language barrier, of course, you should use Translator, even if translation is not always correct, I think that main things can be understood.
If you have several affiliates from the same country, you could use the skills of the one who understand English or other mutually understood language so he/she can translate what you have to say to others correctly.
Use illustrative screen-shots with keywords only, to show how things are done, or to get their attention on specific topic. Picture says more than words.
