Remember you have one time to make a good first impression. So your welcome message is very important and should set the expectation of open communication, good-will, and trust. I'm sure there are 1001 differing opinions on the topic, but I am persuaded that your first message to your affiliates should introduce you to them, and seek to build trust and liking.
Something like this will liven your welcome message up and warm up your affiliates to you:

When your PSA sends you their goals, communicate with them using the same medium they used. If they emailed you, email them. If they called you - set up a call back time. Always mirror your PSAs level of enthusiasm and commitment. If they are stand offish then give them the space. If they send you 100 emails asking questions - send them 100 emails with the answers!
