It might be that they don't know how to advertize. Send them Team Mail with lessons on how to properly advertize. A lot of us didn't know how to advertize when when joined SFI. Even if that isn't the problem, just the fact that you are teaching it may be enough to motivate them. After all, you are showing them how important it is to you and their success. If you haven't already done so, start an advertizing Co-Op with the ones that show interest in it. You get 100vp for doing so, and it helps motivate your downline.
