You are actually correct in assessing this event but also slightly wrong because each affiliate is placed on level footing each month to accumulate fresh VP for the new month.
To qualify the appearance of resetting is that you have a total running VP tally which those VP are still added on to your account. However all VP will expire 180 days after issue.
But in specific case to the monthly reset this helps assessed your new actions better for the current month. If each affiliate was judged on the total VP they could accumulate loads of VP in 1, 2 or 3 of their first months and then do nothing after that and be still rewarded for having the highest rank in VP.
This way affiliates recruit more, participate more, share more each month making the network a dynamically growing entity rather than first-ins sitting on top of others actions. It is a truly fair assessment mechanism.
