Your question is very important why because in SFI it's very important to have communication with down-line affiliates. It's all about people involvement. The best way to communicate with our down-line PSAs or CSAs is sending mails to them.
Coming to your question both ways are good for communicating with PSa/CSA. But some difference exists in between these two ways regarding effectiveness of it. In my opinion sending personal e-mail to each person is effective than sending a group mail. The performance and the assistance required by the people varies from one to another. If we send a group mail to all, it may not be useful to all the persons.
First of all we should check our each PSA/CSA's performance individually on daily or at-least on weekly basis. We should know or estimate their strengths and weaknesses. We should plan accordingly to give assistance to them.
After all we can send a group mail to all regarding the general techniques like advertising/motivation/inspirational etc., By sending through PSA/CSA mailer we can have 30 VP also.
In my view sending a group mail is just to earn 30 VP only. I personally experienced and observed that when we send group mail it won't be sent to our down-line. I have my own friends and family members as my down-line affiliates. When I send a group mails to these people, I personally checked with them and find no mail is received by them. So, with my personal experience I am telling that for earning 30 VP only, group mail is useful.
Sending personal mail to each individual is effective and can motivate the affiliates to work hard. Also we can guide them in a right direction.
Conclusion:
