The only time you would need to change your approach wound be when you have knowledge about some restrictions that would place limitations on a prospective ECA business. Other than that you should have free reign to approach prospective ECAs anywhere in most countries and regions.
Once your prospect has decided to become an ECA it is their responsibility to follow through with all their state, regions or counties regulations on acquiring all the necessary sales tax licencing/permits and opening a DBA checking account.
After your ECA is approved their approach (not yours) will vary on how they operate as an ECA. Many variables can come into play such as laws restricting the entry of certain types of products, high courier surcharges for customs clearance and shipping costs. Some places may be high risk for sending parcels. If your parcel does not arrive you may have to refund your customer.
SFI/TC recommends Tracking but it is not required. If you include Tracking someone has to pay for it. Raising the price of a product to cover Tracking and Shipping costs is not recommended. I think most people are in tune to what an item should cost. If you have enough profit margin to work with you are better off offering Free shipping or tracking.
For the ECA that sells eBooks and online services will not be faced with the same challenges.
In conclusion your main concern is to be professional in your approach and appearance.
