I am finding it quite interesting to answer this question. The reason is how can the way you approach prospective ECAs be different by country/region? It cannot be different because:
1. The people are same and similar human being in all countries/regions. They all sell similar things or equipments/items for examples books, clothing, electronics, groceries etc.
2. They may speak different language but all need to sell their item off line and online. No one would only prefer selling them offline.
3. In each case, in every country, in every region you need to approach the seller in person preferably with an ECA brochure to recruit them.
4. After recruiting they would all need your help to set up their ECA Store and you need to list their first item to show them how it is done irrespective of country/region.
5. In conclusion I can surely say the procedure to approach a prospective ECA remains same and should not be foreseen as a difficulty arising due to different States/Regions.
