The use of computers and Internet can be learned, as well as the English language.
My suggestion is that you teach them how to use Google translate.
It is not 100% but the person will at least understand what must be done.
There are free share programs available on the internet, like Teamviewer, which you can use to show the person on the other side what and how to do it.
That means you can enlist anybody, provided you have the time to help them.
