There are many resources to help affiliates with those two limitations.
1- There is a translator tool on each page for your's and the affiliate's use. You can use it to communicate with affiliates who understand little English. Advise them to use it too.
There is the A2A community where you will find many affiliates that speak a second language or affiliates who have the same language limitations. Direct them there to seek out friends that speak their language or live in the same country.
As for limited Internet experience:
Anyone joining SFI used the Internet to do so, learning more about the Internet should not be difficult. SFI has an Internet income course with lessons that cover many Internet topics, from basic to advanced. As you know it is all free.
There is the forum where tips, advice and help on Internet matters are readily available. There are tons of experienced Internet marketers reading and posting there each day. If the question is not that of the affiliate a lot can be learnt from other posts too. There are now forum gurus who are more eager than before to help.
There is the ASK SC, this is another place where tons of experienced Internet users can be found. Ask a question and you will get of lots good answers.
Your responsibility is to ensure they know of these and other resources and not to decide if it is worthwhile. Let them be the judge of whether it is worthwhile for them.
