I would definitely suggest advertising over buying PSAs.
By doing your own advertising you can target the specific group of prospects you would feel most comfortable working with. You can target people who come from the same country/region/language-speaking area and overcome language barriers in this way. You can target prospects of the specific age, gender, marital and family status, living conditions and standard, education, even expectations from SFI business. In other words, by doing your own advertising you can search for prospect whom you can lead best. Having a team of affiliates with whom you can communicate easily and cooperate, learn and grow towards the same or similar goals is definitely an advantage in quality team building.
On the other hand, buying PSAs seems much easier. It requires less time and effort, but also gives weaker results. Buying PSAs is like going on a blind date - you don't have the smallest idea about who you're going to end up with. It might work, if you're lucky, but luck is not enough for building a strong and steady team.
Don't get me wrong, I am not completely against buying PSAs. I just regard it as an addition to classic team building, if one can afford it. But I would never completely rely on building my team by buying PSAs and I wouldn't advise it to anyone.
Nobody can build your team better than you.
