The actual language spoken by an affiliate matters very little, as long as they effectively use on-line translation tools (including those on the site, of course). Their experience with computers and the Internet is also less important than the affiliates' desire to LEARN. If you've got someone who is willing to learn everything you've done to succeed, you can duplicate your knowledge and skills even with language and experience barriers. That said, if they let those barriers get in the way, they likely won't get it. In general, you can usually tell this within a day or so of contacting them.
Sadly, even if you have an affiliate who is fluent in English and has more than enough Internet experience, that's no guarantee that they are going to engage with you enough to learn how to succeed. In fact, it may serve as a hindrance because in the process of gaining that experience, they may have become discouraged about their ability to find success, and you have to overcome THAT barrier, instead.
