Cold calling prospects can be of some use but a more effect strategy is to call everyone you've warmed up to the opportunity. Just calling from a phone directory, you need to polish up on your elevator speech. Be professional and brief and you will be surprised to find that a total stranger will carry on a conversation with you. This no doubt is a learned skill and 1 that can prove very valuable.
However, the novice will likely chase more prospects away cold calling than they ever could draw. This said, I don't recommend this technique to newbies or anyone that is too lazy to learn a little about the prospect first then call them at a time they are most receptive to the information.
