If you don't know this you are not connecting with our ECAs and remaining updated via their weekly customer mailings. Support your ECAs while utilizing them as a resource for growing a team of passionate and active affiliates.
You can also have contests (be creative), do gift cards and reassign PSAs. Somethings you can give without even offering as incentives. Just give to the workers and set the bar by your example. By practicing the way of give you are teaching your affiliates to do the same for their movers. Incentives should be designed to motivate your team members to go even further. Goals are like targets. Keep your team members aiming ever higher.
Just don't stretch yourself to thin or go out on a limb for those that are not working. Work only with your top movers. Leaders manage his/her budget.
