"Cold Calling" is a marketing term used to define prospects that you don't personally know. There are many ways to make "cold calls". This does not necessarily mean calling people on the phone. Cold call prospects are people from what's known as your "soft market". These people are not personal close friends, or family, however they are people that you have come into contact with. They are also a highly targeted group of people.
Making random phone calls to people from your local phone book would not be a good use of your time and effort and could potentially get you in big trouble. Making random calls to these people in this manner is kind of like spamming. Or a door to door salesman. When's the last time you let one of those people in your home?
