Back when people had more trust from someone calling on the phone, it was somewhat effective, and still is for local people calling local people for things such as carpet cleaning. Otherwise it is less effective than advertising on the internet. You will probably get 1000 nos before you get someone who will listen.
The best way to sell anything is your warm market. If you have a long list of telephone numbers of people you know, that is where to start. They at least have some contact with you and aren't as skeptical. The second best is to build repore' on social media sites to get some credibility, and then go from there.
Advertising locally is the next best, if you want to use telephone contacts. You may get some people from the ad that will talk to you about your business. Advertise that you will help them to build there home business. Some places you can advertise consulting services for home business. No matter what; you have to develop some credibility for anyone to give you the time of day on the phone. Robot calling must be effective judging from the huge number I get and put on the do not call list. That is the only way I would go doing cold calling on the phone.
