The focus should be on the top performers, that is, less push, and more of a pull type marketing campaign strategy. Pull your movers since they are gaining traction within the program, and try not to push your none-movers when they are on brakes.
Just being a translator of the program will better serve the success of your movers. As far as the none-mover are concerned, keep putting crucial information in their hands, in the form of weekly emails, at some point they will find a use for that information.
