Sometimes these blogs and websites have a system in place to advertise, or can be targeted in Adwords or Media.net ads, but millions of pages have plenty of room for advertisers and sale of advertising has been sort of an after-thought of the webmasters. Many bloggers for example monetize their work with an affiliate banner or Adsense ads but have never even considered renting spots on their blogs.
Since these sites all have existing targeted traffic they can all be great places to advertise, but since they aren't all putting out a advertise here sign it is often very affordable to get in front of their traffic with your banner or text ad.
You can also use services like Izea to sponsor blog post on sites in the niche you wish to reach, or you can build a blog yourself that generates free traffic by either researching and writing related post or outsourcing post on iWriter or Fiverr.
Be sure the ads you use target the audience you plan to reach. An ad for a stay at home mother of small children would not appeal to a 50 year old construction worker looking to retire on half pension. Images can help shape the message even if the text is generic so it's not always necessary to use different words to signify the relationship between your targeted prospect and your SFI.
