I would never discourage a new PSA from advancing in any way.
I completely understand your concern because we all know that, with the new advancement requirements, it is totally possible to become Platinum Team Leader in a very short time while having no team at all. Thereby possibly causing frustration when the PSA finds out they not going to make any profit without having an actual team.
That said, I have found it is entirely possible to be a Bronze Team Leader with a minimal team and be able to reap all of the benefits of Team Leader status. Therefore to encourage slow but steady growth is always a good and positive thing.
Become EA and EA2 before stepping into the shoes of being a Leader. Then, after building a solid knowledge base of how to build and support your own team, you can grow into being a Team Leader. At that time one can train and support their own team and build a solid base for future growth and profits.
