If you're going to reach your specific target group with your ads, you need to do two things:
1) Put your ads in a place where that target group will see it, and
2) Place ads that speak to your target group's desires.
For example, suppose you wanted to encourage stay-at-home moms to become your PSAs. Those ads would do very well on popular parenting or homeschooling sites. For that audience, you would want to speak to the mom's ability to watch her kids while earning money from home. By aligning the placement of the ads as well as their language, you increase the likelihood of your audience responding to you. It's really that simple.
