There are two factors that, combined, make a good spot to advertise are as follows:
1) A high level of ENGAGED traffic. "Engaged traffic" refers to people visiting a spot with an interest to pay attention. Most of your traffic exchanges offer plenty of visitors, but if they aren't engaged, they aren't paying attention, and they're not going to result in good quality signups or purchases.
2) Low levels of competition for attention in your ad's niche (opportunity-seekers, in the case of SFI, sales of items in the case of TripleClicks goods, and so on). If there are twenty ads on a page, people are less likely to pay attention to any of them, especially when compared to sites with only one. Similarly, if there are three ad spots, but all of them are for the same type of product, chances are none of them will get clicked.
The first of these can be done by doing a keyword search on Google; in general, the ones on the first page are going to get the most traffic on those keywords. The second can be determined by visiting the site--if the site is too encrusted with ads, the competition for attention is too high.
