I have been in this situation twice when 2 of my downlines started off on a very positive note and from EA to GTL and more recently one went from EA to STL.
Regrettably the one of EA to GTL left the program because she realized that she did not have an active team under her and therefore she felt she was working alone. She was looking to earn online and this did not happen because she did not have any workers under her. She spent more time getting anxious over why she did not make the income rather than spend time sponsoring affiliates.
With my 2nd downline, I had to stop him from becoming GTL because I explained to him that he would need to maintain his STL rank in the following month and unless he had an active team, he would need to work harder.
My answer is simple - yes advise your downline to slow down and explain to them the reason why. This is especially relevant when you have a new affiliate who has joined and becoming GTL is very easy with investment(s). However, understand that you must be willing to inject some of your resources to maintain your leadership level if you do not have an active downline.
