I don't think that there is a "one size fits all" answer to this question. It really depends on the affiliate concerned.
On the one hand, rank without understanding how SFI works isn't going to help you a lot.
Sure you'll get some CSA's but unless you know how to support them you're not going to be much use to them. Also, even though it's relatively easy to become a team leader in your first month this could lead to disappointment in the following months when you can't maintain that rank. We don't want disappointed affiliates.
On the other hand you may well have found that diamond you've been searching for, someone who has an understanding of how an affiliate program works, someone who is an advertising wizz, someone who is going to leave you behind in their dust.
This type of person needs to be given free rein and allowed to expand as fast as they want.
If you try and rein this person in you'll also risk having a disappointed affiliate.
