The only way I know of elevating your ads above the others is either by paying for your ad position or just by writing a better ad than anybody else. With many sites it is first come first served so if you place an ad on a particularly busy ad site it can drop off the front page in minutes.
If your ad is good enough then it will not need to be above all the others.
