I will share my own opinion from other Company where I have large active downline. So, there is no need to by in personal contact with each of them, but only with those who are better than others.
So, implicating in SFI, if You will find out someone who is active only with daily VPs or making no more than 1500 VPs per month, You can include them in e.g. Group 1 who will receive only general newsletter with some proposals, advice and other things You will find out are good for progress.
In the "Group 2" You should enter people who are better than just those 1500 VPs. If You will see that someone is top enroller and/or making sales 1500 VPs and doing daily To-do lists, they will be someone who needs more attention than others. Try to make them feel a kind of special, that someone care about themselves, about their work.
