First of all, most answers suggested that you already have the 5 PTL’s, but your question suggests that you only identified future PTL’s. Actually it doesn't make that much of a difference. Whether you have them already or not, you must still keep on developing more first-level stars as any of them can fall out at any stage.
My only suggestion is, work with a plan. Identify the stars in your team and work intensively with them first to build their first-level as well, without neglecting your other affiliates completely.And keep on advertising in the meantime to enroll more PSA’s under you. You may need them to help build your movers’ teams. Motivate them by reassigning some PSA’s to them when they reach certain levels like ranks or give them shares in your co-op. Work with them until the reach PTL or even DTL if possible. By that time they will be self reliant.
Then start the process all over again until you have another 5 PTL’s in your first-level, and so on and so on. Why stop when you have 5 PTL’s. It is just a figure that SFI suggests can work to give a nice income if everyone in your down-line has 5 active PSA’s under them, and it’s a manageable amount of active PSA’s to sponsor well.
