I believe that, even if I have my 5 future PTL affiliates, as per the PLAN, as you ask, I personally would carry on developing new future leaders, and my reasons are twofold
1 You might have a PTL affiliate, and for some reason he /she stops working for health reasons, or family problems, or other reason, so you need in my view more than 5 PSA's as top leaders
2 If you have your 5 already in place, and manage to get say another 5, you can than re-assigning them to PSA's in your downline, that are working, and doing everything they can, but have not get any team leaders in their downline.
Also as our president Gery, says, the money is in the matching VP, so if you can develop team leaders, I think you can help yourself, as well as your PSA's by re-assignments, and this is why I say, by all means keep recruiting and developing Team Leaders
