This is an international business, you are not here as a nation, and shouldn't restrict your business growth by focusing on what is easiest.
I cringe when I see this question asked or someone talk about assigning all their Hindu, Russian, or Spanish Speaking affiliates to PSA who speak their language as opposed to the idea of trying to support that member.
For what can be gained in terms of communication improvements you can lose in terms of control and growth for your business. If your chosen PSA fails to support these reassigned members you may have cost them their one chance at having a sponsor who cared about their success.
If you pass them on you wont learn about their culture or how to motivate people who have lived similar lives, instead you will have delegated away your ability to grow as a global leader. You will have also show them an SFI where they present a problem and you don't offer a legitimate solution, you just make them someone else' problem.
We are an international business with no global borders and operating in nearly 200 countries and covering just about every language known to man. You are not expected to know every language but you are expected to be the best sponsor your referrals could ask for regardless of their place of origin or language or culture.
