Sign ups to the SFI program come from a variety of places, including but not restricted too paid to sign up programs. These programs pay people to sign up to various free programs. Very rarely do those who come from this method of sign ups even score 1 VP. In fact they often give fictitious email addresses so you can never contact them!
Others sign up and work hard for the first month when it is easy to obtain EA with no money to pay out and then in month 2 when they need to purchase something to get their points for EA they leave the program.
Many only join to try and make quick money. When they realise this is not possible with SFI they lose interest.
Some join on a whim, (probably because it was free), and when they look into the program it is not what they were looking for.
When ever you have a free to join program you will get the tire kickers that join because it is free.
It is up to you to make sure any ads you put out ensure those joining realize what they are getting in to.
