First and foremost, the easiest way to have your PSAs commit to SFI is by being fully committed to SFI yourself. If you only log in once or twice a week, aren't active in the forums, don't have a Standing Order of at least 1500 VPs... Why should they? Make sure that you are truly "In it to win it!" if you expect your down line to do the same. There's a reason it is called Duplication.
Next, make sure that your down line knows that you are there for them. Get in contact with them on a regular basis, whether that is through team mail, or the stream feature, etc. Use your Genealogy to your advantage, as well as your Movers tab.
Also, make sure that you don't flood them with information. Whenever you get in contact with them, sure, go ahead and provide them a few tips. But more importantly, ask them what THEY need, or what THEY have more questions on. This way, they see that you are actually physically writing out an email or message to them, and that this isn't some autoresponder or that you are sending out a mass email to dozens of people.
