Instead of sending them a new newsletter, send them a freshly made and personalized with their picture and of course their ref link splash or a hosted squeeze page. Or give them a valuable promo code to some new advertising site, or some advertising credits.
Of course you want to do such things for your active refs, not for those who registered and forgot about it the very next day, for those keep on sending your newsletters ;-)
