Pursuing PSA is better than pursuing CSA. Generally for PSA, the leader has more control because he has personally sponsored the affiliate. The leader can instruct/guide PSA. By virtue the leader can have more control over the PSA.
In case of CSA, leader may not have that much control because it is just like a gift. Since somebody has sponsored that affiliate, controlling/instructing/guiding may be comparatively difficult than that of PSA.
However, there is exception also. in my team, I have a very effective CSA who without much instruction is doing his dailiy VP. He is more effective than other PSAs of my team.
