In order to answer your question, I would suggest you ask yourself why people read the ads posted in each of the locations.
Most people who read safe-list ads do so in order to get credits, so they can then send out an ad of their own. Which means they already have a business or product they wish to promote. But it also means they are active in the internet marketing business, so if they do react to your ad, they are more likely to become an active PSA.
Most people who read text ads are looking for something. So they are more likely to respond to your ad, but they may not have any track record in internet marketing, so you may need to work harder to get them active within SFI. But it also means they may not have learned any bad habits yet!
Either way, you need to make your ad stand out from the rest. Cutting and pasting an ad means your ad is similar to everyone elses. Be creative. I read every ad I receive (just the first time I receive it), not, to decide on whether I may be interested in the product, but to see if there is anything I can learn from the ad itself that I can use in my own ads.
