When you can't access SFI, I would start by thinking about phone calls I could make to local businesses to encourage ECA participation.

You could send out newsletters (not e-newsletters), or call friends you think might join SFI or TripleClicks.

Also- don't forget about your ECA or Members T-Connect page. You can always advertise your own store anywhere you go as well.

Advertise your business and store when you cannot access SFI.
