I did that once, and now both are inactive. I had thought that giving the potential team leader a downline to work with would encourage him, but when the person I reassigned to stayed inactive it discouraged him. And I also discouraged the person I reassigned.
My advice would be to keep working with the inactive affiliate. Keep sending them regular team mail encouraging them. Try to build them into a active contributing SFI member. In the interim, reassign a more active affiliate. They will help the affiliate you assign them to more and be less likely to shut down on you. That way everyone gains.
