It is almost the same as asking if you should be a Sponsor or Co Sponsor . You are one and the same , same goes for PSA or CSA . As a Co sponsor you are second in command BUT you are there for support of your CSA's who still provide commissions to you. Sometimes three Bronze CSA's are better than no hardworking PSA's.
Although PSA's should be the focus of your business for you earn more commissions with them, remember your CSA's do not need as much TIME as you would give your PSA's.
PSA's require MORE TIME = HIGHER COMMISSIONS
CSA's require LESS TIME = LOWER COMMISSIONS
