For success in this SFI business we should always pursue PSAs. CSAs come mostly as icing on top of the cake where they are not your PSA (direct affiliate) and someone has already contacted and coached them. How SFI has designed CSAs you mostly get them as prizes and in terms of value they are less costly to buy and to maintain. Hence the commission structure is different. Pursue PSAs and CSAs will follow. However once acquired CSAs your approach should be the same since the chances of getting a more quality CSA increases since they have already been exposed to their sponsor. You may give them new information that they were unaware of and make a more quality affiliate out of them.
