Local and personal promotion is not a bad idea depending on who you are and what you want to achieve. When you localize you may want to take advantage of a niche market which you are aware of and probably have come to understand the local ways to capture such a niche market by approaching it in an understandably local way.
Again, if you are knew in this type of business or lack the requisite knowledge, you may be better to start on a local basis in order to take advantage of part of your warm market by approaching friends, colleagues and relatives, including businesses in your locality, in order to sign them as affiliates, TC members or ECAs. The responses and result you get as a result may encourage you to try a larger geographic audience while you acquire experience and build self confidence. Face-to-face canvassing is a very powerful promotion method which will not be taking advantage of it you go global via the internet, but it does not mean it does not have its benefits.
On a global level, the internet has reduced the world to a smaller place and one of the major advantage is that the larger audience you target, the more possibility to get more prospects converted, but this does not mean they are going to be active. One of the reasons they may not be active is because you are unable to determine their profile to know what suits and fits that particular type of audience, so you may be targeting the wrong people, unless of course you are an experience marketer with some financial resources to flex your muscle.
Having said, my advice is to mix it up where necessary using both depending on the type of promotion you want to engage in and the sophistication involved.
