Inactivity is not a sign of lack of interest. It has been said that we can only work closely with a few at hand. The best advice I have heard so far is to work with the top five on your team. Reassigning affiliates active or in active make for a more effective team structure. Inactive affiliates are still affiliates and they should still get attention, reassigning them to other affiliates creates two opportunities.
1. The affiliates assigned the inactive affiliates have an opportunity to grow in their ability to communicate. Teaching is an art that develops when there is an active audience or not.
2. The affiliate assigned may see something new from a different perspective. They may "connect" better with their assigned sponsor or have something in common that sparks their interest.
Building a team is first and foremost about relationships. Putting people together is an act of the universe and you can never know what will happen when two people meet for the first time. If they don’t work with you they may need someone else. You gain either way.
