In my experience, most online businesses require some level of investment up front to start the business. Even those offering a free sign-up often follow the sign-up page with a One Time Offer to upgrade, before you have even had a chance to explore what you have as part of your free package.
With SFI there is no One Time Offer as such, but the $20 price on the NMP is only available for the first 10 days, so I would suggest you introduce it in your welcome email, and let them know that it is a time-limited offer, but unlike many businesses, they do have a few days to decide what they want to do.
Point out that it gives them some immediate benefits, including the ability to check out the games and auctions, or make an initial members listing of some unwanted items they can use to raise cash. Plus of course the lifetime 10% bonus on their profit sharing as a fast track EA, and the boost to their E365 status.
Let them know that buying the NMP also sends a signal that they are serious about building their business, and that you will give them 'priority' support if they do. You should be giving priority support to everyone on your movers list anyway, so it is a valid offer.
You could also point out that the best way to build the business is through the process of duplication, and they will want their new PSAs to take advantage of the NMP, which is a lot easier to promote if they have done it themselves.
