W3 and S builder Co- ops are two different things.

W3 membership can be used as an advertising tool, for those who want to save on shopping. They need not become members of SFI in the beginning. When they become W3 member they automatically become member of tripleclicks. If you promote W3 membership, and someone joins W3 with you as a referrer then that persons becomes your PRM. So on purchases of PRM you will earn Direct commission and if they are not your PSAs you will earn VPs on their purchases. W3 program can be promoted by different advertising tools such as Car Decal or W3 X cards. I am not writing benefits of W3 membership here.You can convert W3 members as PSAs later.
S builder Co-op is your participation in an International Advertising Campaign conducted by SFI for both SFI and Tripleclicks memberships.
S builder is a monthly optional investment, the results of the campaign are not guaranteed.Benefit of participating in S builder for you is you need not spend time on advertising. You may get PSAs or PRMs combinations through this Coop .
Each one has a cost attached . You earn more VPs by buying S builder Coop.
If you have Time to Advertise ONLINE OR OFFLINE I would recommend you to participate in W3 and promote W3 and and add members to TripleClicks who will become your PRMs. W3 costs less than $2
If you do not have much time to advertise go for S builder.
You can choose both to have advantages of both!
