It's a good idea when done correctly. Reassign inactives to your active affiliates to give them an opportunity to develop their skills at working with others, communicate to their team, and get the VP from using the team mailer.
Don't reassign inactives as an incentive... they may not ever become an asset to the active affiliate who's receiving them.
And it's a good idea to communicate to those reassigned. A quick explanation that you're reassigning them within your team and you're still available to help them (if they ever choose to become active) is a simple courtesy that will only take a moment.
