Wave3 (W3) is,say,"personal referral network".It relies on advertising by your car.You put a car decal on the window of your car,with attractive message,and when people see it (while you drive around the town/city/country) it draws their attention.They might ask you what is it about and when you explain it to them they may become your PRM (or PSA).
Good side:you don't need to contact people,they contact you first (when they see it and if they're interested).Also,it is MUCH cheaper then S-builder.
Bad side:you use only 1 canal of advertising (your car).And if you don't drive,then nothing from advertisement.
S-builder ("S" is for "success") is different kind of helping tool.It relies on different methods of advertisement.There you got group of persons gather some money and invest it together in advertising (of their group).Eventually,they all share success of it.
Good side:when you gather more money (from,say,50-100 persons) then you have greater chances for advertisement.More money - more power!You can have advertising (as a group) that one alone person could not afford.Usually it brings more success.Also,as I said,it relies on different channels of advertisement (not only one,as in case of W3).
Bad side:it is not "immediately".For results of S-builder you need to wait 4-6 weeks.
All in all,I would suggest you S-builder.
It might be slower,but its "strength" (many $$$) overpowers its slowness.
