Maybe you should try not to compare these two. W3 you pay only once and is very cheap - cheaper than a cup of coffee :) It brings you TCredits, MRPs, there is winner drawing - in cash!
S-Builder is something else. It is used for getting PSAs.
So, from these two you get different benefits, it's up to you how much you want to invest.
