You require PSA's to grow your business & get some "depth" in your Genealogy tree. I would recommend using both, if you can.
If you are financially stretched, then S-Builder Co-op is the cheaper way to go. Having said that though, it is not the most reliable. You only get a portion of PSA's from those that sign up, so you are in fact waiting for people to sign up. If they don't immediately you will not get anyone to add to your team until they do.
If you can afford it, PSA's to go is a better option (if you can't quite afford the two). this guarantees you new affiliates you can work with.
Either way, any affiliates you do acquire as PSA's are not guaranteed to work - they have only signed up, they are not likely yet true Movers. Don't expect miracles. You will have to guide & encourage these new PSA's.
