Good question. The answer depends on your goals for your business.
If you are building for the future, and don't need an income right away, then sponsoring SFI affiliates should be your priority. This will build your team faster, and if you are supporting and motivating them, and teaching them to duplicate your actions, at least some of them will become active, and as they grow their own teams you will reap the rewards for years to come.
If you are looking to establish an income fast, referring TC members should be your priority. TC sales earn sales VP, contributing to your rank in SFI, so you may not need a standing order of your own if you have enough. The more they spend, the more you make, so in addition to promoting the many fine products, make sure you promote things like auctions, EZ games and music downloads as well. These can all become addictive, and consume TCredits quickly if you let them, so they will buy more. The TCredits they get if you offer a gift card may be enough to get them hooked! As a bonus, if they later decide to join SFI, they automatically join your team (their TC page will show you as their SFI sponsor). However, if they stop spending, your income stops as well, so you will need a steady stream of new customers.
But the best approach by far is to do both, right from the start.
