Very good question to help set up a strategy to support your team.
I would divide the answer to this question into 3 parts:
1. Communication - this is a powerful tool in any setup. You communicate with your downline at least once a week. If they communicate back then you know they are into the business and they are willing to be helped. When a PSA / CSA responds then you easily know how to help them
2. Progress - by monitoring their progress you will know who is serious. When you are assigned PSAs / CSAs you are given access to their VP ledger. Against the VPledger you will know who among your downline attends office daily - to me SFI is office.
The list of badges seen against one's snapshot will tell you how your downline is progressing. If your downline gets 10badges in a month you gonna be excited...not so?
The list of badges also allows you to know which areas your downline is focused on and you can know which area to throw your weight.
3. Consistency - if your downline is on the movers list every other week then you know that they are serious. Your downline may not attend office every other day maybe coz they have a standing order. But they could be attending every week to see what is New and also keep in touch with their downline. You will know if they are keeping in touch with their downline if their points under the support tab is moving up. And of cause if they are keeping with their downline it means they are serious.
These are just what I considered as major but there are other ways e.g check their Tconnect page; if they are ECAs are they posting any products or news; and the list is long.
