I would not promote the ECA program to businesses that aren't online or do not currently use the internet. Rather:
build relationships with those businesses. Find out why they don't, talk about the pros and cons if you do go online or stay offline. Don't push it; simply talk business. Keep building the relationship and when they're ready go for it. If you want to throw something in your discussion along the way about the e-commerce site you found that you believe would build and increase their business sales feel free, but do it so that it's like a planted seed; not forced and has fertile soil to grow in.
