TripleClicks and paypal does not support their debit cards, so they can't purchase anything from TripleClicks.
If you can buy something from TripleClicks, you can easily collect your target VPs for every month

LocalPay lets you buy directly and in your own currency from a participating TripleClicks E-Commerce Affiliate (ECA) in your area, which may include local pickup and delivery service.
Buy some TCurrency from ECA and use it purchase products from TripleClicks.

Virtual cards
A virtual debit card is a tool that can be used in place of a regular debit card. You can use your Virtual card anywhere MasterCard is accepted. Which means you can use it on TripleClicks,Paypal,Google wallet etc...
You can create Virtual cards from your own bank account,For that login to your online banking account and go to Virtual Cards section.
Virtual cards are not a physical plastic card. Instead the issuer will generally provide you with details of a card account, such as the card number, the expiry date and the security code, that you can then use to make purchases online.
The Card is a single usage card, i.e once used successfully it cannot be reused.
The available window for Card usage is limited.
Net+ Prepaid MasterCard
A prepaid card works just like a credit card, with one big difference – you can only spend the money you have in your account.

2. Apply for a Net+ Prepaid MasterCard
3. Transfer money online into your account to fund your card
