You probably do not know why he was inactive, so simply acknowledge this and move on. You can indirectly enquire as to why he was inactive so that you can help him. I would shy away from asking him directly as this may be taken as a telling off.
What I would say?
I would welcome him back and congratulate him on his decision to continue with SFI. Reinforce the fact he has made a wise decision. If there have been major developments within SFI since he was last active, bring him up to date.
Reinforce your role as his sponsor especially the fact that he is not alone in this business. You are willing and available to help him succeed.
